The American Association of Universities (AAU), Presidents 'Alliance, NAFSA and the Malaysian Association of Independent Universities and Universities 5 October 2026 Informing the District Court of Massachusetts of challenges to the interpretation of the United States Immigration and Customs Enforcement (ICE) Student and Exchange Visitors Programme (SEVP) issued on 12 and 24 August, F-1 **Curricular Practice Trading (CPT)**.

At the same time, the plaintiff pleaded for a preliminary injunction and a stay of administrative action, arguing that the new interpretation was questionable as to the procedural and retroactive application. This represents a dispute in court, but... Does not represent that the rule has been withdrawn or that the court has ruled in favour of the plaintiff 。

Current impact

According to the note by the MIT International Student Office, the new SEVP guidelines were still in force at the time of the presentation. School DSOs may require internships to become more clearly an integral part of the established curriculum and to check the relevance of employer cooperative arrangements to the curriculum.

Taiwan F-1 students who are applying for or changing CPT should not be presumed solely on the basis of past experience. The DSO of its own school should first confirm the current documents, the course credits, the starting date and the employer ' s agreement that it will not start work until a written authorization has been obtained.

Follow-up

The AAU public documents show that the plaintiff filed a written submission in support of the stay on 6 October. Whether the subsequent suspension, limitation or maintenance of the guidelines is subject to a court order and an official update of ICE/SEVP.
