The Government of the Philippines was formally established Education Philippines(EduPhil)Program 。 President Ferdinand Marcos Jr. signed Exective Order No. 124 on 8 September 2026, designating the Higher Education Council (CHED) as the lead agency for promoting the Philippines as an international student destination for higher education, research and training.

What is new to the policy?

Executive Decree establishing an inter-ministerial committee, EduPhil Task Force, to coordinate the promotion, entry, stay, study and government services of international students; Planning at the same time EduPhil Portal , centralizes the provision of relevant government services. CHED is required to assess implementation within one year of the issuance of the order.

This system focuses on the establishment of coordination and service structures at the government level. The Executive Order itself does not commit itself to granting automatic student visas, guaranteeing admission or providing a single scholarship, and applicants are still subject to the admission and immigration requirements of their respective schools.

Impact on students in Taiwan

EduPhil is expected to focus more on official information and processing windows for families in Taiwan who consider English language teaching, health care, business management or regional studies. However, the platform is still in the construction phase, and school selection should be based on a verification of school recognition, language of course delivery, degree recognition, student visa and accommodation security, and should not be based solely on advocacy.
