Philippines 8 September 2026 Executive Order No. 124 establishing the Education Phillipines (EduPhil) programme, which aims to integrate government services, promote international cooperation in higher education and assist international students in the process of entry, stay and school attendance.

The Council of Higher Education as the lead agency

The Executive Order designated Commission on High Education (CHED) as the principal authority and established the Inter-Ministerial Committee, EduPhil Task Force. The plan covers academic cooperation, research and innovation partnerships, international enrolment support and coordination of government services such as student visas.

A single digital entry will be created

The official order plans for EduPhil Portal as a single entry point for international student documentation, school endorsement tracking and cross-agency referral. Independent reports from GMA News also confirm that access will coordinate licensing, certification, visas and other legal procedures.

It's still in the institution-building phase.

The executive order called for a five-year international education promotion strategy, but did not disclose in the order new individual admissions, scholarship amounts or a single entry date. Taiwan students are still required to apply for an official admission stamp, course certification and the current requirements of the Philippine Visa Authority, and the establishment of EduPhil cannot be interpreted as automatic admission or visa eligibility.
