French Senate 7 September 2026 published the inquiry report Universités : assumer l’excellence, proposing changes to university admissions and registration fees. The report contains recommendations; it is not legislation already in force or a university fee notice.
Background and main proposals
The report proposes changing the relationship between the French baccalauréat and the right to enter higher education, with more explicit admissions selection. The official follow-up table identifies these measures as requiring legislation. Its indicative timetable is not a confirmed effective date.
Critical amounts and scope of application
Another proposal would raise annual registration fees for licence and master’s programmes to €900 and €1,300 respectively . The table identifies a government decree as the required procedure. These proposed amounts are not universal future tuition rates for Taiwanese students ; international student rates, exemptions and university-specific rules must be checked separately.
There are still differences within and outside the report
The Connexion reported on 15 September that inquiry chair Pierre Ouzoulias criticised some recommendations, and discussed existing admissions selection and university funding. The report should therefore not be described as a consensus across French higher education or as a government announcement of full implementation.
Implications for Taiwanese students and families
Editorial analysis: Families preparing to study in France should budget using current university admissions rules, their nationality and residence status, official fee schedules and exemption notices. Follow subsequent legislation and administrative announcements, but do not change application dates or use proposed fees solely because of reform news.
