Students intending to apply to Canada, Studi Permit, are reminded of the new criteria for financial certification. The Department of Immigration, Refugees and Citizenship of Canada (IRCC) has updated its provisions to: Applicants from 1 September 2026 , in the case of a visit to a province or area outside Quebec, the single applicant must prove at least once a year CAD 23,448 and cost-of-living funds.
The old standard was applied until 31 August 2026, and the individual cost-of-living requirement was CAD 22,895. In other words, the new standard adds CAD 553.
This money doesn't include tuition.
The most important thing to note is that CAD 23,448 is not "all the study expenses". IRCC explicitly requires the applicant to demonstrate its ability to cover three main items of expenditure:
- School fees;
- (b) The cost of living for themselves and their families;
- Transportation to and from Canada.
Thus, if the first year of a university is CAD 40,000, students cannot prepare only CAD 23,448 financial certificates. In fact, the amount of proof required for the first year must include school fees, living expenses and transportation needs.

IRCC ' s new tabulation shows that, as of 1 September, the one-year cost of living for two persons is CAD 29,192; Three for CAD 35,888; The four were CAD 43,572. These figures also exclude school fees and transportation costs.
Therefore, if parents plan to accompany them or if the students take their spouses and children with them, financial planning cannot be based on the "single student" method.
The biggest impact on Taiwan students is on the timing of applications.
This adjustment is divided by "the date of submission of the application". The cost-of-living threshold applied is different from the cost-of-living threshold applied to the Study Permit application submitted after 1 September prior to 31 August.
However, students should not rush the delivery of documents when the documents are not complete in order to meet the old standards. Canada's Charter Review does not only look at book amounts, but also whether the source of funding, usability and overall application are reasonable.
Students enrolled in 2027 are in the process of preparation, and it is recommended that the funding plan be based directly on the new CAD 23,448 single-person cost-of-living rate, plus the actual school fees and transportation budget for the first year.
