The upturn in July, which reflects the pre-school season, cannot be directly interpreted as a full-scale policy liberalization. Canada continues to enforce the annual school sign-up ceiling, the certificate of admission and the financial requirements. Taiwan students who are preparing to enrol in school in 2027 should first confirm their DLI qualifications, whether the curriculum requires a provincial or regional certificate (PAL/TAL) and whether their application falls under the category of exemption.
